Software development services cover everything a partner company does to turn a business problem into working software: working out what to build, designing it, writing the code, testing it, launching it and keeping it running afterwards. In 2026, Indian software development companies typically charge $18 to $70 an hour, compared with $80 to $150 an hour for onshore companies in the United States[1]. Among the 38 verified software development companies listed on UpBusiness in October 2026, the median minimum project is $530, and half have 11 to 50 people.
This guide explains what you get when you hire one, the main types of service, how pricing works, what the team looks like, and how to pick the right company without wasting three months on the wrong one.
What Software Development Services Include
Whatever you're building, the work moves through the same stages. What changes from one company to the next is how much of it they actually do well, and which parts they quietly leave to you.
| Stage | What happens | What you should get |
|---|---|---|
| Discovery | The company learns your business, users and constraints, and agrees the scope | A written scope, a feature list split into must-have and later, and an estimate |
| Design | UX and interface design, plus the technical architecture | Wireframes or a clickable prototype, and a short architecture note |
| Build | Development in short cycles, usually two-week sprints | A working demo at the end of each sprint, not just a status report |
| Testing | Manual and automated testing, plus security checks | A test plan, a bug list you can see, and test results before each release |
| Launch | Deployment to your servers, cloud account or app stores | Everything set up in your company's name, with the access handed over |
| Support | Bug fixes, updates and small improvements after launch | A support agreement with response times and a monthly price |
If a proposal skips discovery and jumps straight to a fixed price, be careful. A company that hasn't asked many questions is pricing a guess, and you'll pay for the gap later as change requests.
Types of Software Development Services
"Software development" is a broad label, and most companies are much stronger in some areas than others. These are the services buyers ask for most often, with the number of verified companies on UpBusiness offering each one in October 2026.
| Service | What it's for | Verified companies |
|---|---|---|
| Mobile app development | iOS and Android apps, often built once with Flutter or React Native | 20 |
| Custom app development | Apps built around one company's process rather than a template | 20 |
| Website development | Business and marketing websites, often on WordPress | 17 |
| Web development | Web applications, portals and dashboards | 14 |
| SaaS development | Subscription software products sold to many customers | 10 |
| Custom software development | Internal tools, workflow systems and integrations | 10 |
| Odoo ERP | ERP set-up and customisation for finance, stock and operations | 8 |
| DevOps services | CI/CD pipelines, cloud set-up and deployments | 8 |
| Business intelligence | Dashboards and reporting from your existing data | 8 |
| Ecommerce app development | Shopping apps and marketplaces | 7 |
| Flutter app development | One codebase for both iOS and Android | 7 |
| Cybersecurity | Security reviews, hardening and penetration testing | 7 |
If your project spans two of these, say a SaaS product with a mobile app, look for a company that lists both and can show a past project that did both. Our guides to SaaS application development, Flutter app costs, website development cost and ERP development go deeper on each one.
How Software Development Is Priced
Most companies price work in one of four ways, and the model you choose matters almost as much as the rate.
| Model | How you pay | Works best when |
|---|---|---|
| Fixed price | One agreed price for a defined scope, paid against milestones | The scope is clear and unlikely to change much |
| Time and materials | Hours worked at agreed rates, usually with a monthly cap | You're still shaping the product as you go |
| Dedicated team | A monthly fee per person for a team that works only on your product | You have months of ongoing work and want continuity |
| Staff augmentation | Individual developers added to your own team | You already have a tech lead and a working process |
A sensible pattern for a first project with a new company is a small fixed-price discovery phase, then the build on time and materials or as a dedicated team. Our comparison of dedicated developers and project-based teams explains when each one pays off.
Software Development Rates by Region
Rates vary more by country than by anything else, and then by seniority. Blended company rates in India run from about $18 an hour for junior developers to $70 for seniors, against $28 to $90 in Eastern Europe and $30 to $85 in Latin America[1].

Those numbers come from one firm's published rate tables, so treat them as a guide rather than a quote. In practice, an Indian company's rate also depends on its size and what you're building. Specialist work in AI, security or ERP usually sits at the top of the range or above it.
It's worth comparing an outside company with hiring in-house as well. The median pay for a software developer in the United States was $133,080 a year in May 2024[2], before benefits, recruitment, equipment and management time. That's why so many companies in the US, UK and Europe use partner companies in India, where the tech industry earned an estimated $282.6 billion in FY2025[3]. Figures from rupee sources are converted at about 95 to the dollar[4].
The hourly rate is only one part of the price. A cheaper team that needs twice the hours, or that you have to manage closely, can end up costing more than a better one, so compare the total for the whole scope rather than the rate alone. Our guide to outsourcing software development to India covers the hidden costs in more detail.
What Our Data Shows About Project Sizes
Every company on UpBusiness states the smallest project it will take on, and the spread is wider than most buyers expect. Among the 38 verified software development companies in October 2026, 20 will take projects of $530 or less, while 8 only work on projects of $5,300 or more.

That matters for your shortlist. If your budget is $3,200, about a fifth of these companies won't consider it, and if it's $31,600, the ones with $53 minimums may not have the team for it. Team size tells a similar story: 12 of the 38 companies have 1 to 10 people, 19 have 11 to 50, and only 7 have more than 50. A ten-person studio can build an excellent app, but it can't put 15 developers on your project next month, so match the company's size to the size of your plans.
Software Development Companies by City
The big IT cities aren't the only places with strong teams. Of the 38 verified companies on UpBusiness, Surat and Noida have 6 each and Jaipur has 5, ahead of Chennai, Kolkata, Navi Mumbai and Pune with 2 each, and 13 other locations with one company each, from Ahmedabad and Lucknow to Coimbatore, including one company in the United States.

Location matters less than it used to, because most software work is now done remotely, with weekly calls and shared tools. It still helps if you want to meet the team in person or need someone on site now and then. Noida has the most verified web development companies on UpBusiness, so you can browse web development companies in Noida directly, or use the city filter on any service page to see who's near you.
The Team a Software Development Company Gives You
Ask every company who exactly will work on your project. A typical team for a mid-sized build looks something like this, although on a small project one person often covers two roles.
| Role | What they do | Watch for |
|---|---|---|
| Project manager | Runs the plan, the sprints and your weekly updates | One named person, not a shared inbox |
| UI/UX designer | Turns your requirements into screens and flows | Designs you approve before the build starts |
| Tech lead or architect | Chooses the stack and owns the technical decisions | Someone senior who'll stay on the project |
| Developers | Build the front end, back end and integrations | How many, how senior, and whether they're employees |
| QA engineer | Tests every release before you see it | A real tester, not developers testing their own code |
| DevOps engineer | Sets up hosting, deployments and monitoring | Accounts created in your name, not theirs |
The most common surprise is the team changing after the contract is signed. Senior people do the sales calls and junior people do the work. You can avoid most of that by naming the key people in the contract and agreeing what happens if one of them leaves.
How to Choose a Software Development Company
Most bad hires come from comparing the wrong things, usually price and a polished portfolio. A better process takes two to four weeks and looks like this.
- Write a one-page brief with the problem, the users, the must-have features, a budget range and the date that matters. Our software project brief template shows what to include.
- Shortlist three to five companies whose minimum project size, team size and past work fit your project.
- Hold a short call with each one and notice the questions they ask. Good companies ask about your business before they talk about technology.
- Ask for written proposals on the same brief and compare them line by line, using our guide to comparing software development proposals.
- Speak to one past client per finalist, ideally one you pick from their client list.
- Agree the contract terms on scope, payments, ownership and support. Our software development contract checklist covers the clauses that matter.
On UpBusiness you can shortcut the first two steps. Post your requirement once and you'll get three verified companies matched on their services, project size and track record, free and with no commission. If you'd rather research yourself, our list of custom software development companies in India is a good place to start.
Questions to Ask Before You Sign
- What do you need from us in the first two weeks, and what will we have at the end of them?
- Who will work on the project, and are they your employees or freelancers?
- Can we see a working demo every sprint, not just a status report?
- How do you estimate, and what happens when the estimate turns out wrong?
- How do you handle a change in scope, in writing and in price?
- Who owns the code, designs and accounts once we've paid?
- How do you test, and do you run security checks before launch?
- What does support cost after launch, and how fast do you respond to a serious bug?
Security deserves a direct question if your software handles payments or personal data. Our guide to VAPT testing costs explains what a proper security test includes and what it costs.
Red Flags When Hiring a Software Development Company
A few warning signs come up again and again in projects that go wrong. A fixed price given after a single call is one, because nobody can price software they haven't scoped. Another is a big payment upfront, more than 20 to 30% before you've seen any work.
Be wary too of a company that wants to host your app on its own servers or keep the code in its own repository, since moving away later becomes slow and expensive. Testing that's described only as "done by our developers" usually means bugs reach your users first. And if every portfolio project is a famous brand with no detail about what the company actually did, ask for one client you can call.
None of these alone means the company is bad, but two or three together usually do. Every company on UpBusiness has had its registration documents, founder identity and three client projects checked before it was listed, which removes the worst cases, though it doesn't replace your own judgement on fit.
