Flutter app development cost in India runs from about $5,300 to $15,800 for a lean MVP on iOS and Android. A standard business app costs $19,000 to $58,000, and a marketplace, fintech or enterprise build costs $53,000 to $158,000 or more. We built those ranges from the hours each kind of app needs, priced at the hourly rates Indian agencies publish. Then we checked them against the project sizes partner companies report on UpBusiness. Dollar figures are converted from Indian rupees at roughly 95 to the US dollar, close to the RBI reference rate in October 2026[1].
This guide is for the person paying for the app, which might be a founder in London, a product head in Dubai or an operations lead in Pune. It covers what a Flutter team in India looks like and how long each phase takes. It also prices the same hours in the US and UK and lists the costs that only show up after launch.
Key Points
- One Flutter codebase ships to iOS, Android, web and desktop[2]. Apptopia found Flutter in nearly 30% of the free iOS apps it tracked in 2024, up from about 10% in 2021[3].
- Building in Flutter rather than two native apps usually saves around 30% of the build budget. The screens and app logic are written once, while design, backend and testing still cost roughly the same.
- 2,000 hours of work, a typical standard business app, costs about $25,000 to $53,000 at Indian agency rates. The same hours from an in-house developer cost about $187,000 in pay and benefits in the US[4][5].
- Budget 15% to 20% of the build cost every year for maintenance[6]. Expect at least one forced update a year too, because Apple and Google keep raising the SDK level that new uploads must use[7][8].
- If you're outside India, an Indian partner company can bill you without GST when it exports under a Letter of Undertaking[9]. Indian buyers pay 18% GST on top of the quote.

Flutter App Development Cost in India by App Type (2026)
Most Flutter quotes fall into one of three bands. Which band yours lands in depends far more on what the app has to do than on how many screens it has. A 12-screen app with payments, live tracking and an admin panel costs more than a 30-screen catalogue app that reads from one database.
| App type | Examples | Cost | Typical timeline | Usual team |
|---|---|---|---|---|
| Lean MVP | Booking app, internal field app, simple marketplace test with Firebase | $5,300–15,800 | 8–12 weeks | 1 Flutter developer, part-time designer, part-time QA and project lead |
| Standard business app | Ecommerce app with payments, D2C loyalty app, service booking with admin panel | $19,000–58,000 | 4–6 months | 2 Flutter developers, 1 backend developer, designer, QA, project manager |
| Complex or regulated app | Two-sided marketplace, fintech or health app, real-time logistics, enterprise app with SSO and ERP links | $53,000–158,000+ | 6–12 months | 3–5 Flutter developers, 2 backend developers, DevOps, QA team, solution architect |
All three bands assume iOS and Android together, since shipping both from one codebase is why most people pick Flutter in the first place. A web version from the same codebase usually adds less than a separate web build would. It still needs its own layout work and testing, though, and it's better to see it as its own line item than to assume it comes free.
Why Published Flutter Price Lists Disagree
If you've searched for Flutter costs already, you've probably seen numbers that are five times apart. That's because almost every page ranking for this topic is written by an agency describing its own pricing. Each one defines "MVP" and "enterprise" its own way. Here's what four 2026 Indian price lists say for the same tiers:
| Source (2026) | MVP or basic app | Mid-range or business app | Enterprise or complex app | Hourly rates quoted |
|---|---|---|---|---|
| Delhi NCR agency[10] | $1,600–7,400 | $6,300–21,100 (ecommerce, on-demand) | $15,800–31,600 | $8–16 freelancer; $21–37 mid-size agency |
| Chandigarh agency[11] | $2,100–6,800 | $5,300–15,800 | $15,800–52,600+ | $8–74 by seniority |
| Indian agency founder[12] | $4,200–12,600 | $12,600–26,300 | $26,300–88,400+ | $13–26 senior, by city |
| Indian agency[6] | $4,200–12,600 | $21,100–68,400 | $68,400–263,000+ | $21–53 agency blended |
None of the four cites a source for its ranges, and two contradict themselves between sections (one gives an MVP as $2,100–6,800 in one place and $5,300–15,800 in another). They're still useful, because they're real agencies telling you what they charge. Just don't budget from the lowest number you find. Our bands above sit in the middle of these lists, and the next section shows how they build up from hours.
How a Flutter Budget Builds Up: Team and Timeline
A Flutter quote is hours multiplied by rates. The fastest way to judge one is to rebuild it yourself. The example below is a standard business app (customer app on iOS and Android, an admin web panel and a backend) delivered in about 20 weeks. The hours are illustrative, but the shape is what you should expect to see in a proposal.
| Phase | Weeks | Who works on it | Approx. hours | What you get at the end |
|---|---|---|---|---|
| Discovery and scoping | 1–2 | Project manager or business analyst, solution architect | 120 | Feature list, user flows, architecture note, fixed estimate |
| UI/UX design | 3–6 | UI/UX designer, project manager | 260 | Clickable prototype for every screen, design system |
| App build (Flutter) | 5–17 | 2 Flutter developers | 1,000 | Working iOS and Android builds every two weeks |
| Backend, APIs and admin panel | 5–16 | 1 backend developer | 430 | APIs, database, admin panel, payment and notification setup |
| Testing | 8–19 | QA engineer | 300 | Test cases, device testing, bug reports, release sign-off |
| Store release and handover | 19–20 | Flutter developer, project manager | 60 | App Store and Google Play listings, source code, credentials, documentation |
| Total | ~20 weeks | ~2,170 |

At $13 to $26 an hour, which covers small agencies and the lower end of mid-size agencies in the lists above, those 2,170 hours come to about $27,000 to $57,000. A freelancer at $8 to $16 an hour would quote less. But you'd usually be hiring one person to cover design, backend and testing as well, and the timeline stretches to match.
When a quote comes in far below this, look for what's missing. The usual gaps are the admin panel, the backend (quoted as "Firebase, included" with no thought about costs at scale), testing on real devices, and the store release work. Ask the partner company to fill in a table like the one above with its own hours. Comparing quotes gets much easier once every firm has done that.
Flutter App Cost in India vs the US and UK
If you're buying from the US, UK or Europe, you'll want to know what the same work would cost with your own team. The table below prices 2,000 hours, a typical standard business app, three ways. The in-house figures cover pay and employer costs only. Recruitment, equipment, office space and management time are left out.
| Option | Hourly cost | Basis | 2,000 hours |
|---|---|---|---|
| Indian agency (small to mid-size) | $13–26 | Published Indian agency rates[10][11] | $25,000–53,000 |
| In-house developer, US | About $93 | Median software developer pay of $135,980 in May 2025[4], with benefits at 30% of employer costs[5], over 2,080 hours a year | About $187,000 |
| In-house developer, UK | About £33 | Median full-time pay of £56,914 for programmers and software development professionals (ASHE 2025, provisional)[13], plus 15% employer National Insurance above £5,000[14], over 1,950 hours a year | About £66,000 (roughly $88,000) |

Price isn't the only difference, though. An in-house team keeps what it learns after launch, and you don't pay anyone's margin. An Indian agency brings the designer, QA engineer and project manager you'd otherwise have to hire, and the cost stops when the work stops. If you can afford one hire, there's a middle route. A partner company in India builds version one, while one engineer of your own joins early, reviews the code as it lands and takes ownership later.
Time zones shape how that works day to day. India runs on UTC+5:30, which gives a UK team three to five hours of overlap in the working day. US East Coast teams usually agree a fixed early-morning or late-evening call and run the rest through written updates.
Flutter vs Native and React Native: Which Costs Less?
Flutter is usually cheaper than building separate native apps because the app layer, meaning the screens, navigation and business logic, is written once. Design, backend, project management and much of the testing don't halve, though. In the sample MVP budget in our mobile app development guide, building the app itself takes a little over 40% of the hours (the rest is discovery, design, backend and testing). Writing it twice for native iOS and Android adds roughly 40% to the total. Against two native apps, Flutter's saving works out nearer 30%, not the 50% people expect.
| Approach | Codebases | Build cost vs Flutter | Best when |
|---|---|---|---|
| Flutter | One (Dart) | Baseline | You want iOS and Android at once, with a custom design and consistent look |
| React Native | One (JavaScript or TypeScript) | About the same | Your team or partner already works in React, or you share code with a React web app |
| Native iOS + native Android | Two (Swift and Kotlin) | Roughly 40% more | Heavy use of the latest platform features, complex background processing, or AR and advanced camera work |
Between Flutter and React Native, the build cost is close enough that it rarely decides anything. The more useful question is who will look after the app in two years. JavaScript was used by 66% of developers in the 2025 Stack Overflow survey and Dart, Flutter's language, by 5.9%[15]. There are far more React developers to hire later, while Flutter teams tend to be more specialised. If you'll keep the app in-house after launch, check how easily you can hire for the stack in your own city before you choose it.
Costs That Start After Launch
Most quotes stop at launch day. These are the costs that carry on after it, some of them every year:
| Cost | Amount | Notes |
|---|---|---|
| Apple Developer Program | $99 a year[16] | Needed to publish on the App Store; enrol under your company, not the partner company |
| Google Play developer account | $25 once[17] | Again, keep it in your company's name |
| Store commission on paid apps and in-app purchases | 15% for small developers on both stores[18][19] | Apple's rate applies under $1 million a year in proceeds; Google's 15% covers the first $1 million and the rules differ in some markets |
| Forced SDK updates | Usually a few days to a few weeks of work a year | Apple has required apps to be built with Xcode 26 since 28 April 2026[7]; Google Play requires new apps and updates to target Android 16 (API level 36) from 31 August 2026[8] |
| Maintenance and small changes | 15–20% of the build cost a year[6] | Retainers at Indian agencies start around $110–260 a month for bug fixes and updates[10] |
| Hosting, backend and third-party services | Grows with users | Ask for a monthly estimate at 1,000, 10,000 and 100,000 users, especially for maps, SMS, video and AI features |
Buyers tend to forget the SDK rules until they need an urgent bug fix and find the app won't build with the tools the stores now accept. You can't really leave a Flutter app untouched for two years. Put a small yearly update in the budget (or in the maintenance contract) from the start.
GST, Contracts and Payments for Buyers Outside India
If your company is outside India, the partner company's invoice can usually carry zero GST. Indian law treats an export of services as a zero-rated supply. A supplier that has filed a Letter of Undertaking can export without paying integrated tax[9], as long as the export conditions are met. One of them is payment in convertible foreign exchange (or in rupees where the RBI allows it). Ask whether the partner company has a current LUT before you sign. Indian buyers, on the other hand, should expect 18% GST on top of the quoted price. Compare every quote on the same basis, with or without GST.
Your contract should cover the usual software terms. For a Flutter build, be especially clear on these:
- The source code, design files and store accounts should belong to you, with the transfer of rights written into the contract and tied to milestone payments. Our software development contract checklist covers the clauses.
- Pay against working builds you can install, not against hours or "progress", and keep 10% back until the warranty period ends.
- Agree who pays for the yearly SDK updates and how fast critical bugs are fixed after launch, before the build starts, not after.
What UpBusiness Data Shows
The 7 approved Flutter app development companies on UpBusiness in October 2026 report a median minimum project of $2,600 and a median typical project of $10,500. Their typical projects range from $530 at the smallest firm to $26,300 at the two largest. Six of the seven say they take on projects of $52,600 or more at the top end. Against the bands above, two typically work inside the lean MVP band at $10,500 and two in the standard business app band at $26,300. The other three usually take projects under $5,300, mostly prototypes, single-platform apps or one phase of a larger build.
| What partner companies report | Flutter companies (7) | React Native companies (6) |
|---|---|---|
| Median minimum project | $2,600 | $4,000 |
| Median typical project | $10,500 | $10,500 |
| Range of typical projects | $530–26,300 | $530–26,300 |
| Take projects of $52,600+ | 6 of 7 | 5 of 6 |
| Median years in business | 9 | 12.5 |
The two lists overlap heavily, with the same typical project size on both. That backs up the point that Flutter and React Native cost about the same to build. Many Indian partner companies offer both, so you can ask one firm to recommend a stack without it having a reason to push you toward the only one it knows.
Team sizes are spread out. One company has 10 or fewer people, three have 11 to 50, two have 51 to 200 and one has 201 to 500. Three of the seven have been in business for more than ten years. All seven are based in India (four in Noida, one each in Mumbai, Faridabad and Ahmedabad), and one also lists an office in California, which can help US buyers who want a local contract or meetings in their own time zone. TrustScores shown on the page run from 70.2 to 75.9.
Mobile app projects listed on the profiles of companies across our Flutter, React Native and iOS pages (self-reported, still awaiting client verification) sit inside the same ranges. One is an offline-capable order management app for iOS and Android at $5,300–10,500. Another is a VR and AR proof of concept for both platforms at $5,300–10,500 over about 30 weeks. The third is a salon booking and ecommerce app for a consumer brand at $26,300–52,600 over about 56 weeks.

How to Get an Accurate Flutter Quote
A one-line request ("we need a Flutter app like Uber for X") will get you a range so wide it's no help. A two-page brief usually gets a number you can actually plan around. Before you ask anyone for prices, write down:
- Who uses the app and the five or six things they must be able to do on day one
- Every outside system it talks to (payment gateway, CRM, ERP, maps, SMS, an existing website)
- Whether you need an admin panel, and who will use it
- Your launch date, your budget band, and which features can wait for version two
- Any rules you must follow, such as payment card or health data rules in your market
Our software project brief template turns this into a document you can send to several partner companies, and our guide to comparing software development proposals shows how to line up the answers. Ask every partner company the same questions:
- How many hours have you estimated for each phase, and who does the work?
- Which Flutter apps have you shipped to both stores that I can download today?
- How do you handle state management, testing and releases, and what will you hand over at the end?
- What does the first year after launch cost, including the SDK updates?
Be wary of a fixed price given without any questions about your features, or a quote with no testing or store release line. The same goes for a partner company that wants the App Store and Google Play accounts registered in its own name.
