WhatsApp chatbot development cost in India ranges from about $210 to $1,600 for a menu-and-flow bot built on a WhatsApp platform. A custom AI bot connected to your CRM or order system costs $2,100 to $10,500, and an enterprise setup with several teams, languages and systems runs from $10,500 to $32,000 or more. On top of the build you pay two monthly bills. One is Meta's per-message fees, which depend on the country your customers are in. The other is the fee for the platform or server the bot runs on. Dollar figures are converted from Indian rupees at roughly 95 to the US dollar[1].
We've written this for whoever has to sign off the budget. That could be a D2C founder in Mumbai, a clinic group in Dubai or a support head in London weighing up an Indian partner company. Most cost pages stop at the build price. We've also priced the monthly Meta bill for the same message volume in India, the US and the UK, using Meta's own rate card.
Key Points
- Meta charges per delivered template message, by category and by the recipient's country code[2]. A UK business messaging customers in India pays Indian rates for those messages.
- For customers in India, Meta's rupee rate card works out to about $0.0091 for a marketing message and $0.0012 for a utility or authentication message. Accounts billed in US dollars pay Meta's dollar rates of $0.0118 and $0.0014[3].
- Since 1 October 2026, each business phone number gets 1,000 free service messages a month. Meta charges from the 1,001st[2].
- Platforms that resell the API list message rates 11% to 30% above Meta's card on their public pricing pages[4][5].
- Meta's terms bar AI providers whose AI is the main product, but allow AI that supports a business's own service[6], which covers almost every customer-service or sales bot.

WhatsApp Chatbot Development Cost in India by Type of Bot
The price depends mostly on two things. The first is whether the bot just follows menus you design or answers in its own words from your data. The second is how many of your systems it has to read from or write to. A bot that books appointments into a Google Sheet is a very different job from one that checks live stock in your ERP. That second bot may also take a UPI payment and hand the chat to a person when the customer gets annoyed.
| Type of bot | What it does | Build cost | Typical timeline |
|---|---|---|---|
| Do-it-yourself on a platform | Menus, FAQs and broadcasts built in a no-code tool | $0 | Days |
| Flow bot built by an agency | Guided menus, lead capture, order status, simple CRM sync | $210–1,600 | 2–5 weeks |
| Custom AI bot | Answers from your documents and catalogue, CRM or order system integration, payments, human handover | $2,100–10,500 | 5–10 weeks |
| Enterprise setup | Several teams and numbers, multiple languages, ERP links, audit trails, analytics | $10,500–32,000+ | 3–6 months |
These bands come from the published price lists of Indian firms that build WhatsApp bots. A basic flow bot starts from $210[7], and agency-built bots with integrations cost $530 to $1,600[8]. AI bots that answer from your own documents cost $4,200 to $9,500[9], while enterprise builds run $12,600 to $32,000 or more[10]. Read them as what Indian firms say they charge, because none of these lists explains how its numbers were worked out.
What the Top-Ranking Cost Pages Leave Out
We read the pages that rank for this topic before writing this one. Most are written by agencies selling WhatsApp bots, which is fine, but it shows in what they skip:
- None links to Meta's official rate card. Most quote Meta's fees as "approx." or "per conversation", a billing model Meta replaced on 1 July 2025[2].
- Only one gives prices for other countries. None shows how the monthly Meta bill changes when your customers are in the US, UK or Gulf.
- Several contradict themselves. One gives a basic bot as $1,600–4,200 in its title and $6,300–8,400 as the "production-ready" minimum in its FAQ[9]. Another lists four different maintenance retainers on the same page[8].
- Hardly any mention the opt-in rules, the human escalation rule, or Meta's 2026 terms on AI, all of which shape what you can build.
Meta's WhatsApp Message Fees by Country (2026)
This is the bill that keeps coming after launch. It's set by Meta, not by whoever builds your bot. Meta charges only for template messages it delivers, meaning messages you start or send outside a 24-hour chat window. The rate depends on the template's category and the country code of the person receiving it[2]. Replies typed inside an open chat are service messages. The first 1,000 of those each month on each business number are free.
| Customer's country | Marketing, per 1,000 | Utility or authentication, per 1,000 |
|---|---|---|
| India | $11.80 | $1.40 |
| North America | $25.00 | $3.40 |
| Indonesia | $41.10 | $25.00 |
| United Arab Emirates | $57.60 | $15.70 |
| Saudi Arabia | $57.60 | $10.70 |
| Brazil | $62.50 | $6.80 |
| United Kingdom | $63.50 | $22.00 |
| Germany | $136.50 | $55.00 |

These are Meta's list rates from its rate calculator in October 2026[3]. Utility and authentication rates drop at higher monthly volumes. In the three markets we checked (India, North America and the UK) service messages past the free 1,000 cost the same as utility messages. Messages sent in the 72 hours after a customer reaches you from a click-to-WhatsApp ad are free when you reply in time[2], which matters if ads are your main source of chats.
Indian businesses have one more date to watch. Meta began billing Indian accounts in rupees on 1 January 2026. Eligible businesses must move every WhatsApp Business account to INR by 31 December 2026, after which Meta stops delivering messages from accounts still billed in other currencies[2].
What a WhatsApp Bot Costs to Run Each Month
To make the monthly bill concrete, take a mid-sized business that sends 10,000 marketing messages (offers, cart reminders), 20,000 utility messages (order and delivery updates sent outside a chat) and 30,000 service replies a month. Here's Meta's share of that bill for customers in three markets:
| Messages a month | Customers in India | Customers in North America | Customers in the UK |
|---|---|---|---|
| 10,000 marketing | $91 | $250 | $635 |
| 20,000 utility | $24 | $68 | $440 |
| 30,000 service (first 1,000 free) | $35 | $99 | $638 |
| Meta total | $150 | About $417 | About $1,713 |

With the same bot and the same volume, the UK bill is more than ten times the Indian one. The only difference is where the customers are. If you sell in several countries, ask your partner company to model the bill by market before you plan a broadcast campaign. Send marketing messages only to people likely to act on them.
On top of Meta's fees comes the platform. A business that doesn't host the WhatsApp Cloud API itself pays a monthly subscription to a provider, for example $29 a month for Interakt's Growth plan plus taxes[4]. AiSensy's chatbot builder add-on costs $26 a month[5]. AI replies usually cost extra on these platforms, such as $14 a month for 1,000 AI messages on AiSensy[5] or $0.0053 per AI message after 100 free on Interakt[4].
Also check how the platform prices each message. Interakt's Growth plan lists $0.01 for a marketing message and $0.0016 for a utility message to Indian numbers[4]. AiSensy lists $0.011 and $0.0015[5], against Meta's $0.0091 and $0.0012. That's roughly 11% to 30% more than Meta's card. Part of the gap may be tax. Ask each provider to show Meta's rate and its own margin separately, because on high volumes the margin can cost more than the subscription.
How the Build Budget Adds Up
For a custom AI bot, the quote is mostly people's time. Here's an illustrative plan for a bot built on the WhatsApp Cloud API in about seven weeks. It answers product and policy questions from your documents, looks up orders in your system, takes payments and hands over to a person:
| Work | Approx. hours | What you should get |
|---|---|---|
| Discovery and conversation design | 80 | Use cases, sample conversations, escalation rules, list of message templates |
| WhatsApp Cloud API setup and backend | 120 | Number registration, webhooks, message templates submitted for approval, hosting |
| AI answers from your documents | 80 | Document ingestion, answer quality tests, fallback when the bot isn't sure |
| CRM or order system integration | 60 | Order lookup, lead creation, payment links |
| Testing and launch | 70 | Test scripts in every language you support, load test, go-live checklist, handover |
| Total | ~410 |
At $13 to $26 an hour, which is the range small and mid-size Indian agencies publish for developers (see our Flutter cost guide for the sources), that's about $5,200 to $10,800. Drop the document-based AI and the payment flow and the same bot comes closer to $2,100 to $4,200. Our guide to AI developer rates in India covers what senior AI engineers charge if your bot needs more model work than this.
If you're comparing with a team at home, 410 hours of in-house developer time costs roughly $38,000 in the US and £13,600 in the UK. Those figures use the median pay and employer costs from the Flutter guide, before recruitment and management.
Rules That Shape What You Can Build
Three of Meta's rules decide what your bot is allowed to do. A partner company that ignores them can get your number restricted:
- You may only message people who gave you their number and opted in to hear from you. You must stop when they ask, whether they ask on WhatsApp or anywhere else[11].
- A bot can handle the chat, but there has to be a prompt, clear way to reach a person, such as an in-chat transfer, phone number or email[11].
- Meta's terms prohibit AI providers from using the platform when AI is the primary product on offer, while AI that is incidental to a business's own service is allowed[6]. A support or sales bot for your company is fine, but a general "ask me anything" assistant isn't.
If the bot handles personal data of customers in India, your contract with the partner company also needs data-processing terms. Our software development contract checklist covers the DPDP clauses.
GST and Payments for Buyers Outside India
If your business is outside India, a partner company that has filed a Letter of Undertaking can usually invoice the build without GST, because Indian law treats an export of services as zero-rated[12]. Indian buyers should expect 18% GST on the build and on most platform subscriptions. Meta's own message fees are billed by Meta or by your platform, separately from the partner company's invoice. Keep them out of the build quote when you compare.
What UpBusiness Data Shows
The 7 approved WhatsApp chatbot development companies on UpBusiness in October 2026 are established software and AI firms rather than one-person bot shops. They report a median minimum project of $5,300 and a median typical project of $26,000, with typical projects between $10,500 and $52,600. All seven say they take on projects of $52,600 or more.
| What partner companies report | WhatsApp chatbot companies (7) |
|---|---|
| Median minimum project | $5,300 |
| Median typical project | $26,000 |
| Range of typical projects | $10,500–52,600 |
| Take projects of $52,600+ | 7 of 7 |
| Team size | 5 with 11–50 people, 2 with 51–200 |
| Median years in business | 12 (4 of 7 over 10 years) |
| TrustScores shown on the page | 70.2–74.0 |

So if all you need is a $210 flow bot, a WhatsApp platform's own setup service or a small agency will suit you better. These companies' minimums line up with the custom and enterprise bands above. They fit when the bot is part of a bigger build, say an AI assistant tied to your ERP, CRM and app, or a rollout across several countries. They're based in Noida, Surat, Kota, Indore and Fatehgarh Sahib. One also lists an office in Miami, which can help buyers in the US.
How to Get an Accurate Quote
Most of the spread in WhatsApp bot quotes comes from vague briefs. Before you ask for prices, write down:
- The five or six conversations the bot must handle on day one, with a real example of each
- Which countries your customers are in, plus roughly how many marketing, utility and service messages you expect a month
- Every system the bot reads from or writes to (CRM, order system, payment gateway, helpdesk)
- The languages it has to work in, plus who takes over when it can't help
- Whether you'll use a platform such as Interakt or AiSensy or want the WhatsApp Cloud API directly
Our software project brief template turns this into a document you can send to several partner companies. If the bot uses AI answers, our checklist for evaluating a RAG chatbot proposal shows what to ask about accuracy and data. Then ask each partner company:
- What will Meta charge us a month at our volumes, by country, and what will your platform add on top?
- Who owns the WhatsApp Business account, the phone number and the message templates? (It should be you.)
- How does the bot hand over to a person, and how do you handle opt-outs?
- What happens when Meta rejects a template or changes its rates, and who pays for that rework?
